A autoriza\u00e7\u00e3o est\u00e1 na Decis\u00e3o SUROD n\u00ba 1.647, assinada em 7 de outubro e publicada no Di\u00e1rio Oficial da Uni\u00e3o de 16 de outubro de 2026.<\/p>\n<p>O tema ganhou repercuss\u00e3o no setor nesta quarta-feira (4), com a divulga\u00e7\u00e3o pela NTC&amp;Log\u00edstica. A concession\u00e1ria tem 180 dias, contados da autoriza\u00e7\u00e3o, para entregar \u00e0 ag\u00eancia o projeto executivo de engenharia e um or\u00e7amento inspecionado e certificado.<\/p>\n<h2>O que a decis\u00e3o autoriza<\/h2>\n<p>O modelo previsto \u00e9 o HS-WIM FULL, sigla em ingl\u00eas para pesagem em movimento em alta velocidade. Pela decis\u00e3o, o projeto deve seguir a classe de exatid\u00e3o 1A da Portaria Inmetro n\u00ba 375\/2013 e considerar como velocidade de projeto a velocidade operacional da rodovia. Ou seja, o caminh\u00e3o \u00e9 pesado sem reduzir a marcha.<\/p>\n<p>A decis\u00e3o vale para todo o sistema concedido \u00e0 EPR Igua\u00e7u. Segundo a Ag\u00eancia Estadual de Not\u00edcias do Paran\u00e1, o Lote 6 soma 662 km no Oeste e no Sudoeste do estado, com trechos da BR-277, BR-163, PR-182, PR-483, PR-180, PR-280 e PR-158, e est\u00e1 sob a concession\u00e1ria desde maio de 2025. O ato da ANTT n\u00e3o indica os pontos onde as balan\u00e7as ser\u00e3o instaladas.<\/p>\n<p>A ANTT tamb\u00e9m garantiu \u00e0 empresa a recomposi\u00e7\u00e3o do equil\u00edbrio econ\u00f4mico-financeiro do contrato, por revis\u00e3o extraordin\u00e1ria, depois que o projeto e o or\u00e7amento forem aceitos. Na pr\u00e1tica, o custo do sistema poder\u00e1 ser repassado \u00e0 tarifa de ped\u00e1gio, em valor ainda n\u00e3o definido.<\/p>\n<h2>Ainda n\u00e3o h\u00e1 multa no trecho<\/h2>\n<p>Esta \u00e9 uma etapa preparat\u00f3ria. A decis\u00e3o n\u00e3o fixa data de instala\u00e7\u00e3o nem de in\u00edcio das autua\u00e7\u00f5es, e, por enquanto, n\u00e3o h\u00e1 autua\u00e7\u00e3o por balan\u00e7a din\u00e2mica nas rodovias da EPR Igua\u00e7u. Para a ANTT, a multa gerada pela balan\u00e7a din\u00e2mica vale tanto quanto a aplicada no posto de pesagem tradicional, segundo o Portal do Tr\u00e2nsito.<\/p>\n<p>O modelo j\u00e1 funciona em outra concess\u00e3o federal. Segundo a Ag\u00eancia iNFRA, a ANTT come\u00e7ou a autuar com balan\u00e7as em movimento em 2 de dezembro de 2024 nas BR-364 e BR-365, administradas pela Ecovias do Cerrado, com notifica\u00e7\u00e3o ao respons\u00e1vel em at\u00e9 30 dias.<\/p>\n<h2>O que muda para a transportadora<\/h2>\n<p>Quando o sistema operar, todo caminh\u00e3o que passar pelos p\u00f3rticos ser\u00e1 pesado, e n\u00e3o apenas os que entram no posto. Contar com balan\u00e7a fechada, fila longa ou fiscal ausente deixa de funcionar, e o excesso vira multa \u00e0 dist\u00e2ncia para a placa. O impacto tende a ser maior para quem usa a BR-277 e a BR-163 no Oeste, corredores de liga\u00e7\u00e3o com o Paraguai e a Argentina.<\/p>\n<p>A Resolu\u00e7\u00e3o Contran n\u00ba 882\/2021 admite toler\u00e2ncia de 5% sobre o PBT ou PBTC e de 12,5% sobre o peso por eixo, e a multa incide s\u00f3 sobre o que passar disso. A mesma norma pro\u00edbe incorporar essa toler\u00e2ncia ao carregamento, ent\u00e3o a carga deve sair do embarcador dentro do limite, conferida por eixo e com peso batendo com o CT-e e o MDF-e.
